Julie M. Cullen is an Instructor of Intelligence Studies at 国产AV. She is a Laker Grad with a 2001 M.S. in Administration of Justice with a concentration in Applied Intelligence. After graduation, Cullen was hired at the Dartmouth College Institute for Security Technology Studies (ISTS), where she had been a grad intern from 国产AV.聽At ISTS, Cullen researched cybersecurity and critical infrastructure issues. Cullen also worked for McManis and Monsalve Associates on a project supporting the National Institutes of Health (NIH). She helped prepare security policy and operations briefings for NIH and Department of Health and Human Services (HHS) decision-makers. She assisted in the workflow process development for the newly established NIH Deputy Chief Security Office to focus on strategic planning, policy development, and decision-making.

She later served the Department of Homeland Security (DHS) as a contractor researching and analyzing terrorists and Weapons of Mass Destruction (WMD) issues. She supported exercise design, development, conduct, and evaluation of DHS Grants and Training Terrorism Prevention Exercise Program (TPEP) Pilot Functional Exercise with RED TEAM and Top Officials (TOPOFF)3(T3).

Cullen also worked at SAIC, performing business and competitive intelligence. She supported the business development lifecycle, identified emerging trends, managed a pipeline of new opportunities, assisted in creating well-informed strategic and operational plans, and provided proposal management and development. Cullen managed division proposal development and developed outlines, resource plans, and timelines; identified and secured experts to develop responses; managed multi-discipline teams; provided content, corporate risk, and program execution reviews; led review teams; and produced proposals for customer delivery.聽She researched and analyzed customers, competitors, and potential teammates, as well as determined customer needs and company capabilities to fulfill those needs.

Cullen has a bachelor鈥檚 degree in English from John Carroll University and teaches Intelligence Studies foundations via lectures, working groups, discussions, and examples from personal and professional experience.聽
